Bulgaria gives us a more immediate route. Sofia is collecting offers until 21 October for nearly €28m of new school buildings. The city chose an engineering route without an architectural competition. For bidders, that means the clock is already running, and the procurement structure may favour firms ready to integrate design and construction quickly.
