Portugal formally starts first high-speed rail PPP works
That same question of project shape, not just project size, shows up elsewhere. In Portugal, construction has formally started on the Porto to Oiã high-speed section. This first PPP concession covers 71 kilometres of new line prepared for speeds up to 300 km/h. Once works move from planning into execution, the supplier conversation changes. It becomes less about whether the project will happen and more about packages, interfaces and delivery risk.
